The Library now provides Notary Public Services for the usual NY State fee, during most daytime hours. While not necessary, if you need something notarized you can call to check the availability of the 2 staff Notary Publics. LIBRARY POLICIES  Kirkland Town Library Computer Usage and Internet Access Policy  As part of the Kirkland Town Library's mission to meet the recreational, informational, and cultural needs of the community and in response to advances in technology, the Library offers public computer terminals with access to the Internet. The Internet is a continually developing global collection of computer networks that connects millions of computers all over the world. The Kirkland Town Library, through electronic resources obtained from the Mid-York Library System, provides access to the vast amount of information available through these connections. Although the Library does offer pointers to a range of useful and interesting Internet sites through its Home Page, all Internet sites are accessible through the computer terminals. Some Internet sites may contain inaccurate, controversial, or illegal material. Neither the Kirkland Town Library nor the Mid-York Library System monitors or has control over the information available through the Internet and they are not responsible or liable for its content. As with other Library materials, parents and legal guardians should provide guidance to their own children and should monitor their use of the computer terminals and the electronic access. Children also bear responsibility for using all library resources properly. Inappropriate use of the terminals or the Internet access can result in suspension, and possible cancellation of the privilege to use this resource. Examples of inappropriate use include, but are not limited to, the following: " Violation of computer system integrity. " Unauthorized tampering with or causing physical harm to computer hardware or software. " Engaging in illegal activities or accessing illegal materials. " Violation of software license agreements and copyright laws. Illegal acts through use of Library computer terminals may also be subject to prosecution by local, state, or federal authorities. The Library's staff will assist Users at computer terminals as time permits, but they cannot always provide individualized instruction. The Library will provide books, magazines, pamphlets, and other informational opportunities to assist the User in understanding computer technology and accessing electronic information. The Library will also provide information that can assist parents in guiding their children's use of the Internet. There are both financial and space limitations affecting the use of electronic resources at the Library. Currently, the Library cannot provide terminals that offer total privacy for the User. Additionally, the Library reserves the right to establish procedures that allow the fullest use of the terminals by all its Users. These procedures may include, but are not limited to the following: " Time limits for use of terminals. " Reservation requirements for use of terminals. " Minimum age requirements for unassisted use of terminals. " Limits to the number of people using a terminal at one time. The library expects all Users to read the policies and procedures for Library Computer Usage and Internet Access and The Rules of Conduct for Library Users. Any activity surrounding computer use that violates the Rules of Conduct for Library Users can result in temporary or permanent suspension of access to library computers and/or use of the library. This policy may be revised from time to time by resolution of the Board of Trustees. Approved by The Board of Trustees of the Kirkland Town Library, December 11, 1997. Revised June 26. ,2003.  KTL HOTSPOT    All rules of our Internet Access Policy apply to our wireless access. The wireless network name is: KTL Library staff cannot assist you with your laptop, wireless card or configuration. Users are urged to utilize virus protection, personal firewalls and other measures to protect information on their laptop since data transferred on the network is not encrypted. Printing is not available through wireless access.  Rules of Conduct for Library Users A user of the Kirkland Town Library is entitled to certain expectations about the environment of the library. The following rules are established to maintain an appropriate atmosphere for use of the facility: " A person cannot misuse the resources and equipment within the library. " Criteria has been established for use of individual rooms and equipment of the library. A person must abide by this criteria " A child under the age of eight must be supervised while in the library. Library staff members are not responsible for this supervision. " A person cannot interfere with another person's use of the library. " A person cannot interfere with a library staff member's performance of his/her duties. " A person cannot engage in disruptive activity. " Food is allowed only in certain areas of the library or when part of library sponsored activity. " No weapons of any nature can be brought onto the library premises. " An animal can be brought into the library only when assisting a patron with a disability or as part of a library sponsored program. " Shoes and shirts are required dress. " Library privileges may be suspended when a rule is violated or canceled when a rule is repeatedly violated. Adopted by The Board of Trustees, Kirkland Town Library November 19, 1998, Revised May 22, 2003  Kirkland Town Library Community Room Policy  1. All Kirkland Town Library and Friends of the Kirkland Town Library related activities will have first priority for the use of the community rooms. 2. After the priority users, the community rooms may be used free of charge by non-profit educational, cultural, and civic organizations for informational purposes, discussion, planning, or program presentations. Community businesses may also have programs if space is available. Meetings should cause no interruption or inconvenience to ongoing library activities. 3. Any fees related to programs on the library premises must first be approved by the library Director. Any need for additional insurance for a specific program will be determined by the Policy Committee of the Board of Trustees. 4. The community rooms are only available during the hours that the library is open. Meetings must end by closing time. Special exceptions can be made by [the Policy Committee of the Board of Trustees] the Director. A fee to cover staff and building costs will be charged for any use of the building when the library is closed. 5. Scheduling of the community rooms shall be done by the library staff on a first come, first serve basis. The maximum number of people the Bristol Room (second floor) can accommodate is 65, the Harding Conference Room is 15. An application form providing all necessary information must be filled out at the time of the request. No organization may acquire permanent rights to the use of the meeting room. 6. Permission to meet at the library does not in any way constitute endorsement of the organization nor its program by the library board or staff. No unwarranted implication that an organization is sponsored or endorsed by the library is permitted. 7. Smoking is not allowed in the building. There shall be no alcoholic beverages brought to or consumed in the building except by prior approval of the Director. Light refreshments are permitted, but no food or beverage should be brought into the main library. Please clean kitchen area after use. 8. Adults who attend meetings and need to bring children are responsible for them. Library personnel are not available to oversee children while an adult is in attendance at any meeting in the library. 9. The organization is responsible for the condition of the room. Please leave room in original condition. The organization will be expected to replace any lost or damaged equipment. Library telephones may not be used without permission of a library staff member. 10. The library board and staff are not responsible for property left on the premises by the applicant. 11. The library is here for the enjoyment of all. Please be considerate of all others using the building. 12. The library director may refuse use of the facility to any organization that does not abide by this policy. Approved 1997. Revised May 22, 2003 Kirkland Town Library 2008 – 2012 Strategic Plan Mission: The mission of the Kirkland Town Library is to provide the residents of the Town Of Kirkland with recreational, informational, and cultural opportunities.  Central to its mission are informational services that stimulate intellectual life, preserve cultural and historical heritage, and instill a love of learning among the young and young at heart. Library Vision:  The community will have the library services it expects. The library user will enjoy a successful library experience as defined by his/her expectations. The library staff will have the training and resources that support successful customer interactions.  The following goals are from the combined input of  Community focus groups, Library Staff and the Board of Trustees.
